Task 280: Tech Overview Report External Review

Motivation
The tech-overview report is the last remaining summary report without an external review. All other summary reports (ship-kestrel, cross-episode, communications, attitude-control, infrastructure, other-ships, science-accuracy, ai-costs) have been reviewed.
Approach
- Launch a Task agent with reviewer persona (interested in SF/orbital mechanics but not deeply familiar, no prior SOLAR LINE knowledge)
- The reviewer evaluates the report for readability, data consistency, and newcomer accessibility
- Fix issues found in the review
- Add regression tests for any corrections
Scope
- tech-overview summary report (reports/data/summary/tech-overview.md)
- Data consistency (test counts, task counts, commit counts)
- Technical accuracy of descriptions
- Readability for newcomers
