Parse a finals2000A text file into a vector of EOP entries.

Bulletin B values are preferred when available; otherwise Bulletin A values are used (matching Orekit’s behavior).

Lines shorter than 68 characters are silently skipped (header lines, blank lines), and so are rows that carry a date and MJD but no Bulletin A values at all: the published finals2000A.all ends with about fifty such rows, padded to full width, for the dates past the last prediction. A row with some of the required values is still an error — that is a malformed row, not the end of the series. Only rows with a valid MJD and Bulletin A pole + UT1-UTC values are included.
