Permanent-tide convention of the C̄20 coefficient, as declared by the file.

The parser records this and the evaluator does not convert between systems. A ~4e-9 difference in C̄20 separates tide_free from zero_tide; whether that matters depends on which other tide models the caller adds, so the decision is left to the caller.
